# Why I cannot send out WhatsApp messages?

If you are not able to send out WhatsApp messages, most probably is due to WhatsApp has locked the conversation and waiting for user/recipient to initiate the conversation first. 

If business owner wants to initiate the conversation first, business owner needs to create and submit WhatsApp template first. Once the template is approved by WhatsApp, then business owner can send out their desired message using the approved WhatsApp template. Learn how to create and submit WhatsApp template here.
